The Utah Legislature recognized and expressed appreciation for Karl N. Snow. Over 50 years ago, Snow’s doctoral dissertation focused on Utah’s fiscal management. His views and work as a new BYU faculty member attracted the attention of Utah legislators interested in restructuring the state’s budgeting process. In 1966, the state hired Snow as the Legislature’s first fiscal analyst. Six years later, Snow was elected to the Legislature. He served in the Senate from 1972-1985 and as Senate majority leader from 1981-1983. In 1983 Snow was named one of America’s ten most outstanding legislators. Utah’s nationally acclaimed budgetary, fiscal management and the operational structure was created and implemented largely under Snow’s direction. Our state is continually recognized for its fiscal responsibility and ability to prepare a budget and process legislation with a part-time legislature and relatively short legislative session. Snow also served as Chair of the Utah Constitutional Revision Commission (1975-1987), further modernizing and improving Utah government operations and helping establish Utah’s nonpartisan professional staffing structure. Snow has been an effective and groundbreaking teacher, mentor and lawmaker as well as a busy husband and engaged father of six children. Snow has influenced the lives of many individuals in all levels of local, state and federal government, academia and the private sector. We honor Karl N. Snow for his contributions in helping make Utah a well-managed state and a wonderful place to live, work and raise a family. After a citation honoring his many achievements was read on the Floor on March 3, 2020, Utah’s current senators honored Snow with a well-deserved standing ovation.
