Sen. Harper, NCSL’s vice president, succeeds Rhode Island Speaker Pro Tempore Brian Patrick Kennedy (D), who became NCSL president at this year’s Legislative Summit in Indianapolis. NCSL alternates its leadership annually between the two major political parties. Harper will be named NCSL president at the 2024 Legislative Summit.
Sen. Harper has served in the Utah Legislature since 1997. Serving in both the House and Senate during his tenure, he has shown a spirit of collaboration and cooperation to serve his constituents. Sen. Harper is the Senate president pro tempore and chairs numerous committees, including the Senate Transportation, Public Utilities, Energy, and Technology Committee and Senate Retirement and Independent Entities Committee.
“Sen. Harper has long been considered an instrumental partner in finding lasting solutions to many of the challenges Utah has encountered,” said Utah Senate President J. Stuart Adams (R).
Sen. Harper has been an active member of NCSL, serving on various committees and working groups.
“I look forward to continuing the progress NCSL has made in policy and collaboration,” said Sen. Harper. “As NCSL’s vice president, bipartisanship remains a top priority for me as I serve in this new role and continue to represent my constituents in Utah as well as legislators and legislative staff across the states.”
Sen. Harper resides in Taylorsville, Utah. He began his public service career as a West Jordan city councilman. He received his bachelor’s degree in history and master’s degree from Brigham Young University.
