Homelessness
Homelessness continues to be a growing concern, particularly in our capital city, and its effects are being felt in surrounding areas. Individuals experiencing homelessness are among the most vulnerable, often battling mental health challenges and substance abuse, which can lead to involvement in the criminal justice system or life in unsanctioned encampments.
During the 2025 General Session, we took significant steps toward addressing homelessness by expanding personalized services to help individuals transition from the streets to stable housing. These efforts are designed to provide the care and support necessary to help those in need rebuild their lives and break the cycle of homelessness, fostering stronger, safer communities for everyone.
2025 Legislation Highlights
- H.B. 266 Veteran Housing Amendments requires the Utah Homeless Services Board and the Department of Veterans and Military Affairs to work together to develop best practices for assisting veterans experiencing homelessness. By promoting inter-agency coordination, this bill seeks to improve the effectiveness and better help veterans find stable housing.
- H.B. 329 Homeless Services Amendments expands the Know-by-Name pilot program, which helps provide an individual experiencing homelessness with personalized services for long-term stability. It requires service providers to design services that help people move from homelessness to self-sufficiency, ensuring they receive the right support to help them thrive. This bill also enhances safety standards for homeless shelters, ensuring a more secure environment both for staff and those staying at the shelter.
